Rakhine State and Region Private Security Committees Formed

The military council stated in the Myanmar Gazette published on June 27 that committees for supervising and overseeing private security services have been formed in each state and region, including Rakhine.

The committees are chaired by security and border affairs ministers appointed by the military council, with 14 members each, and were reportedly formed on May 23.

After the Chinese side proposed establishing a China-Myanmar Joint Venture Security Company, the military council enacted and implemented a private security services law that allows foreigners to carry weapons in private security businesses.

A political analyst told Arakha Times that this kind of enactment is an attempt to hinder revolutionary movements.

” He said, “It seems he is trying to control revolutionary areas in some way, especially China, by including foreigners in private security to protect his interests and, to some extent, hinder the movements and activities of revolutionaries.”

Companies wishing to operate private security services must apply for a licence to the respective Union Territory, Region, and State Private Security Services Supervisory Committee.

Under the private security services law of the military council, domestic companies and foreign companies, including those from China, can apply for licences.

Under this law, domestic and foreign security companies will be allowed to possess necessary weapons and ammunition with the approval of the military council.

Under the law, foreign security companies must have 75% Myanmar citizens, and the law also stipulates that they must not refuse if notified to cooperate with the security organisations of the military council.

Although Article 42(b) of the 2008 Constitution stipulates that no foreign troops shall be stationed within the country, there are criticisms that the enactment of such a law is inconsistent with the 2008 Constitution.
