မူဆလင်ဒုက္ခသည်တွေရဲ့ အရေးဟာ နိုင်ငံတကာအတွက် လူ့အခွင့်အရေးဆိုတာထက် နိုင်ငံရေးလက်နက်အဖြစ် သုံးကြတာများတယ်လို့ PNLO-NCA/S မှ ဥက္ကဋ္ဌ ဗိုလ်မှူးကြီးခွန်ဥက္ကာက အာရက္ခတိုင်းမ်စ်ကို ပြောပါတယ်။

စစ်ကောင်စီဟာ ဧပြီလ ၂ ရက်ကနေ ၄ ရက်နေ့အထိ ထိုင်းနိုင်ငံ ဘန်ကောက်မြို့က BIMSTEC အစည်းအဝေးကို သွားရောက်တဲ့ ခရီးစဉ်အတွင်းမှာ မူဆလင်ဒုက္ခသည်တွေနဲ့ ပတ်သက်လို့ ပထမဆုံးအကြိမ် ဘင်္ဂလားဒေ့ရှ် အစိုးရအဖွဲ့ အကြီးအကဲ မိုဟာမက် ယူနွတ်ရဲ့ အဆင့်မြင့်ကိုယ်စားလှယ် ဒေါက်တာ ခါလီလာ ရာမန်တို့နဲ့ ဆွေးနွေးခဲ့ကြပါတယ်။

အဲဒီ ဆွေးနွေးမှုမှာတော့ မြန်မာဘက်ကနေ ထွက်ပြေးတိမ်းရှောင်သွားတဲ့ မူဆလင်ဒုက္ခသည်တွေထဲကမှ လက်ရှိမှာ ဘယ်သူဘယ်ဝါဖြစ်ကြောင်း စိစစ် အတည်ပြုထားနိုင်တဲ့ အရေအတွက်ပေါင်း တစ်သိန်းရှစ်သောင်း ရှိတယ်လို့ စစ်ကောင်စီဘက်က ထုတ်ပြန်ထားပါတယ်။

မူဆလင်ဒုက္ခသည်တွေဟာ ထွက်ပြေးချိန်မှာ ပမာဏတစ်ခုသာရှိပြီး ပြန်လည်ဝင်ရောက်လာတဲ့ အချိန်မှာတော့ ထွက်ပြေးသွားတဲ့ ပမာဏထက် ပိုပြီး ပြန်ဝင်လာတတ်တဲ့ အထောက်အထားတွေ ရှိတယ်လို့ PNLO-NCA/S မှ ဥက္ကဋ္ဌ ဗိုလ်မှူးကြီးခွန်ဥက္ကာက ပြောပါတယ်။

“ရိုဟင်ဂျာအရေးကို လူ့အခွင့်အရေးထက်ကို နိုင်ငံတကာက နိုင်ငံရေးလက်နက်အဖြစ် သုံးကြတာ များပါတယ်။ ဥပမာ နိုင်ငံတကာ အစ္စလာမ်ကောင်စီတို့ ဘာညာကလည်း နိုင်ငံရေးအရ သုံးကြတယ်။ အဲဒီလို သုံးကြတဲ့ အခါကြတော့ တကယ့်တကယ် စိစစ်လို့ရှိရင် ဗမာပြည်ထဲမှာ ဟိုးနဂိုကတည်းက ရောက်နေတဲ့ အင်္ဂလိပ် လက်ထက်ထဲက လယ်လုပ်ဖို့ ဘာလုပ်ဖို့ ရောက်နေတဲ့ ဘင်္ဂါလီလူဟောင်းတွေ ရှိသလိုပဲ၊ နောက်ပိုင်းမှာလုပ်တဲ့ နဂါးမင်းစစ်ဆင်ရေးတို့၊ ဂဠုန်စစ်ဆင်ရေးတို့ လုပ်ရင်းနဲ့ အထွက်မှာ သောင်းကဏန်း ထွက်သွားတယ်၊ အပြန်မှာ သိန်းကဏန်း ပြန်ဝင်တယ်။ အဲဒီလိုနဲ့ ရောင်တော်ပြန်တဲ့ အဲဒီဒေသထဲကို ဘင်္ဂလားဒေ့ရှ်က ဘင်္ဂါလီလူမျိုးတွေ အစုလိုက် အပြုံလိုက် ဝင်လာတာ သက်သေ အထောက်အထားတွေ ရှိခဲ့ပါတယ်။ ဒါကြောင့် နောက်ဆုံးမှာ တစ်သန်းထွက်သွားတယ်လို့ တစ်သန်းကျော် ထွက်သွားတယ်လို့ ဆိုတာက ဝင်လာကတည်းကိုက မူမမှန်တဲ့ အဖွဲ့တွေ အများကြီး ရှိပါတယ်။ အဲဒါတွေကို ပြန်စိစစ်တဲ့ သဘောရှိပါတယ်” လို့ သူက ပြောပါတယ်။

ဘင်္ဂလားဒေ့ရှ်အစိုးရအဖွဲ့ အကြီးအကဲ မိုဟာမက်ယူနွတ်ကတော့ မွတ်ဆလင်ဒုက္ခသည်တွေကို လာမယ့် ၂၀၂၆ ခုနှစ်အတွင်း ရက္ခိုင်သို့ ပြန်လည်ပို့ဆောင်သွားမယ်ဆိုပြီး ကတိပြု ပြောကြားထားတာပါ။

ဒါကြောင့် ၂၀၁၇ ခုနှစ်က ရက္ခိုင်ပြည်အတွင်း ဖြစ်ပွားခဲ့တဲ့ ပဋိပက္ခကြောင့် ထွက်ပြေးတိမ်းရှောင်လာကြတဲ့ မူဆလင် ဒုက္ခသည်တွေ စာရင်းကို ၂၀၁၈ ခုနှစ် မှ ၂၀၂၀ ခုနှစ်အတွင်း ဘင်္ဂလားဒေ့ရှ်အစိုးရမှ မြန်မာဘက်ကို အုပ်စုခြောက်သုတ်ခွဲပြီး ပေးပို့ထားတာ ဖြစ်ပါတယ်။

လက်ရှိမှာတော့ စိစစ်ပြီး ၁ သိန်း ၈ သောင်းအပြင် နောက်ထပ် လူဦးရေ ၇ သောင်းကိုလည်း အပြီးသတ်စိစစ်နေဆဲဖြစ်ကာ ဓါတ်ပုံတွေနဲ့ အထောက်အထား အသေးစိတ် အချက်လက်တွေကို ပြန်လည် သုံးသပ်ဖို့ မြန်မာဘက်က ကျန်နေသေးတယ်လို့ သိရပါတယ်။

မူဆလင်ဒုက္ခသည်အရေးနဲ့ ပတ်သက်ပြီး တရုတ်၊ အမေရိကန်နဲ့ ကုလသမဂ္ဂတို့ဘက်မှလည်း ဖြေရှင်းဖို့ ပြောဆိုမှုတွေ ရှိလာကြောင်း၊ ဒါပေမယ့် စစ်ကောင်စီအနေနဲ့ ပြန်လည် လက်ခံတဲ့အခါမှာ အခက်အခဲများစွာကို တွေ့ရမှာဖြစ်ကြောင်း PNLO-NCA/S မှ ဥက္ကဋ္ဌ ဗိုလ်မှူးကြီးခွန်ဥက္ကာက ပြောပါတယ်။
