အာဏာရှင်စစ်တပ်၏ လေကြောင်းစစ်ဆင်ရေးပုံစံသစ်နှင့် အာရက္ခပြည်

အာဏာသိမ်းစစ်တပ်၏ မည်းပြာပုဆိုးဗျူဟာ ပြုပြင်ပြောင်းလဲရေး

ဒီအဆင်၊ ဒီအကွက် မဲပြာပုဆိုး စစ်ရေးဗျူဟာများဖြင့် ဆယ်စုနှစ်ပေါင်းများစွာ ခေါက်ရိုးကျိုးလာခဲ့သော အာဏာသိမ်းစစ်တပ်သည် ၂၀၂၆ ခုနှစ် အစောပိုင်းမှစတင်ကာ ၎င်းတို့၏ အလုပ်မဖြစ်သော စစ်ရေးဗျူဟာများကို အပြောင်းအလဲတချို့ ပြုလုပ်လာခဲ့သည်ဟု ဆိုရပေလိမ့်မည်။ ၁၀၂၇ စစ်ဆင်ရေးနှင့် နွေဦးတော်လှန်ရေး အစဦးကာလများ၌ အာဏာသိမ်းစစ်တပ်သည် ညီနောင်မဟာမိတ်သုံးဖွဲ့ထံတွင် ဒရုန်းကဲ့သို့ ခေတ်သစ်နည်းပညာများကို နောက်ကောက်ချ ခံခဲ့ရဖူးသည်။ ထို့အပြင် အာရက္ခပြည် မြို့သိမ်းတိုက်ပွဲများအတွင်း အာရက္ခတပ်တော် (AA) သည် ဗမာကြည်းတပ်၏ တိုင်းစစ်ဒေသအပါအဝင် တပ်ရင်း၊ တပ်မ အများအပြားကို အတုံးအရုန်း လဲပြိုကျရှုံးစေခဲ့ပြီး ရေတပ်စစ်သင်္ဘောများကိုပါ အာရက္ခရေပြင်ထဲ၌ ဆိုးဆိုးဝါးဝါး ကျရှုံးစေခဲ့သည်။ ထိုအချက်မှာ အာရက္ခတပ်တာ်၏ မြေပြင်၊ ရေပြင် တိုက်ခိုက်ရေးစွမ်းရည်ကို တွေ့မြင်ခဲ့ရခြင်း ဖြစ်သကဲ့သို့ အခြားတဖက်တွင် အာဏာသိမ်းစစ်တပ်၏ ကြည်းတပ်နှင့် ရေတပ်တို့ တိုက်ခိုက်ရေးစွမ်းရည် လဲပြိုကျရှုံးခြင်းကို ထင်ဟပ် ပြလိုက်ခြင်းပင် ဖြစ်သည်။ ထိုမျှသာမကသေးဘဲ ကရင်နီ၊ ကရင်နှင့် ကချင်တော်လှန်ရေးတပ်ဖွဲ့များသည် အာဏာသိမ်းစစ်တပ်၏ ထောက်ပို့လေယာဉ်များ၊ ရဟတ်ယာဉ်များနှင့် တိုက်လေယာဉ်များကို ပစ်ချပြကာ လေကြောင်းအားနည်းချက်ကို အကဲစမ်း ပြခဲ့ကြ၏။ ထိုအချက်များသည် စနစ်တကျ တည်ဆောက်ထားပါသည်ဟုဆိုသော အာဏာသိမ်းစစ်တပ်၏ ကြည်း၊ ရေ၊ လေ အားနည်းချက်များကို ပြန်လည်သုံးသပ်ရန် အကြောင်းတရားများ ဖြစ်လာစေခဲ့ပုံ ပေါ်၏။ နွေဦးတော်လှန်ရေးကာလ လေးနှစ်ကျော် ငါးနှစ်အကြာ လက်ရှိအချိန်တွင်တော့ အာဏာသိမ်းစစ်တပ်သည် ၎င်းတို့၏ အားနည်းချက်များကို ပြုပြင်ပြောင်းလဲရေးတချို့ ပြုလုပ်ထားခဲ့ပြီး ဖြစ်သည်ဟု ယူဆရပေသည်။

၂၀၂၁ ခုနှစ် အာဏာသိမ်းပြီးချိန်မှ စတင်ကာ အာဏာရှင်စစ်တပ်သည် မြန်မာနိုင်ငံအနှံ့၌ နယ်မြေအများအပြားကို လက်လွှတ်ဆုံးရှုံးခဲ့ရသဖြင့် ယခင်ကာလများကဲ့သို့ နိုင်ငံအနှံ့အပြားကို ဒိုးလျှိုပေါက် သွားလာလှုပ်ရှားကာ တိုက်စစ်ဖွင့်နိုင်ရန်အတွက် အကန့်အသတ်များ ရှိလာခဲ့သည်။ ထို့ကြောင့်ပင် အာဏာသိမ်းစစ်တပ်သည် ၎င်းတို့ သွားလိုရာ သွားလာနိုင်ရန်အတွက် လေကြောင်းကိုသာ အဓိက အသုံးပြုလာခဲ့သည့် အခြေအနေပင် ဖြစ်ပေ၏။ အာဏာသိမ်းစစ်တပ်သည် ၎င်းတို့အတွက် အလုပ်အဖြစ်ဆုံးဟု ဆိုရမည့် လေကြောင်းတိုက်စစ်ကို အားသာချက်များ ရှိလာစေရန် ပြုပြင်ပြောင်းလဲမှုများ ပြုလုပ်လာခဲ့ပုံရ၏။ အထူးသဖြင့် ကြည်း၊ ရေ၊ လေ ပူးပေါင်းစစ်ဆင်ရေး ပြုလုပ်ရန် မဖြစ်နိုင်သော ကုန်းတွင်းပိတ်ဒေသများတွင် လေကြောင်းတခုတည်းဖြင့် ထိရောက်သည့် စစ်ဆင်ရေးများ ပြုလုပ်နိုင်ရန် နည်းဗျူဟာ အပြောင်းအလဲများ ပြုလုပ်လာခဲ့သည်ဟု ဆိုနိုင်သည်။

လေကြောင်း မစ်ရှင်အသစ်များနှင့် အစုလိုက် အပြုံလိုက် သတ်ဖြတ်ခြင်း

အာဏာသိမ်းစစ်တပ်သည် ၎င်းတို့ လက်လွှတ်ဆုံးရှုံးခဲ့ရသော ရက္ခိုင်ပြည်တွင်းမှ နယ်မြေ (၉၀) ရာခိုင်နှုန်းကျော်မျှကို သမရိုးကျ စစ်ဆင်ရေးဖြင့် ပြန်လည်မထိုးဖောက်နိုင်သဖြင့် ကြွက်မနိုင်၊ ကျည်မီးရှို့ဗျူဟာကို အသုံးပြု လုပ်လာသည်ဟု ဆိုရပေမည်။ အာရက္ခတပ်တော် (AA) သည် အာရက္ခပြည်သို့ ဝင်ပေါက် ကုန်းလမ်းနှင့် ရေလမ်းအားလုံးကို ဖြတ်တောက် ပိတ်ဆို့ထားသဖြင့် အာဏာသိမ်းစစ်တပ်အတွက် အာရက္ခပြည်သို့ စစ်ဆင်ရေးပြုလုပ်ရန်မှာ လေကြောင်းတခုတည်းကိုသာ အားကိုးရသည့် အခြေအနေပင် ဖြစ်သည်။ ထို့အတွက်ပင် ပြုပြင်ပြောင်းလဲရေး ပြုလုပ်ထားပုံရသည့် လေကြောင်းအထူးစစ်ဆင်ရေး (Mission) ပုံစံသစ်များဖြင့် အာရက္ခပြည်ကို နေ့စဉ်နှင့်အမျှ တိုက်ခိုက်လာခဲ့ကြောင်း တွေ့ရှိရသည်။ ၂၀၂၅ နှစ်ကုန်ပိုင်းမှ ၂၀၂၆ လက်ရှိအချိန်ထိတိုင်အောင် အာဏာသိမ်းစစ်တပ်သည် အာရက္ခပြည်တွင်းတွင် စစ်ရေးပစ်မှတ်နှင့် အရပ်သားပစ်မှတ်ကို မခွဲခြားတော့ဘဲ လေကြောင်းဗုံးကြဲတိုက်ခိုက်မှုပေါင်း အကြိမ်ရေများစွာ ပြုလုပ်ခဲ့သည်။ ထိုသို့ တိုက်ခိုက်မှုများအတွင်း အရေအတွက် ရာကျော်သော အရပ်သားပြည်သူများ သေကြေဒဏ်ရာရရှိခဲ့ပြီး သာသနိကအဆောက်အဦးများ၊ စာသင်ကျောင်းများ၊ ဆေးရုံဆေးပေးခန်းများ အပါအဝင် လူနေအိမ် အဆောက်အဦးများစွာလည်း ထိခိုက် ပျက်စီးခဲ့ရသည်။

အထင်ကရ ဖြစ်ရပ်များအဖြစ် ၂၀၂၅ ခုနှစ်၊ ဒီဇင်ဘာလ (၁၀) ရက်၊ အပြည်ပြည်ဆိုင်ရာ လူ့အခွင့်အရေးနေ့တွင် မြောက်ဦးဆေးရုံကို လေကြောင်းမှ ဗုံးကြဲ တိုက်ခိုက်ခဲ့သော ဖြစ်စဉ် ဖြစ်သည်။ ထိုတိုက်ခိုက်မှုကို အကြမ်းဖက်ချေမှုန်းခြင်း စစ်ဆင်ရေး (Counter Terrorism Operation) အဖြစ် ဆောင်ရွက်ခဲ့ခြင်းဖြစ်ကြောင်း ၎င်းတို့ကိုယ်တိုင် ဝန်ခံထားသည်ကို တွေ့ရ၏။ ထိုတိုက်ခိုက်မှုအတွင်း ဆေးရုံအဆောက်အဦး အများအပြား ပျက်စီးဆုံးရှုံးခဲ့ရပြီး ဆေးရုံအတွင်း ဆေးကုသမှုခံနေရသော အာရက္ခပြည် အနှံ့အပြားမှ အရပ်သားပြည်သူ (၃၄) ဦး သေဆုံးပြီး (၇၆) ဦး ထိခိုက်ဒဏ်ရာ ရရှိခဲ့ရသည်။ ထို့ကဲ့သို့ပင် မေလ (၁) ရက်နေ့က မကွေးတိုင်းနှင့် အာရက္ခပြည်အစပ် ပြောင်းကျေးရွာကို တိုက်ခိုက်ခဲ့သည့် ဖြစ်စဉ်တွင်လည်း အရပ်သားပြည်သူ ကုန်သည်ပွဲစား (၂၀) ကျော် သေဆုံးပြီး အများအပြား ထိခိုက်ဒဏ်ရာ ရရှိသွားခဲ့သည်။

အာဏာသိမ်းစစ်တပ်သည် အာရက္ခပြည်တွင်းရှိ စစ်သုံ့ပန်း အကျဉ်းထောင်များကို အကြိမ်ကြိမ် အဖန်ဖန် လေကြောင်းမှ တိုက်ခိုက်မှုများ ပြုလုပ်၍ စစ်သုံ့ပန်းဖြစ်နေရသော ၎င်းတို့၏ စစ်သားများကို ၎င်းတို့ကိုယ်တိုင် ပြန်လည် သတ်ဖြတ် နှုတ်ပိတ်မှုများကို ပြုလုပ်ခဲ့သည်။ ပြောစမှတ်တွင်စရာ စစ်သုံ့ပန်းအကျဉ်းထောင်ကို တိုက်ခိုက်မှုများအဖြစ် ဇန်နဝါရီလ (၁၈) ရက်နေ့က မြောက်ဦးမြို့နယ်ရှိ စစ်သုံ့ပန်း အကျဉ်းစခန်းကို လေကြောင်းတိုက်ခိုက်မှု ၂၀၂၅ ခုနှစ်၊ ဇန်နဝါရီလ (၂၀) ရက် နှင့် ဖေဖော်ဝါရီလ (၁၇) ရက် တို့တွင် ကျောက်တော်မြို့၊ ချောင်းတူ စစ်သုံ့ပန်းစခန်းကို (၂) ကြိမ်တိုင်တိုင် တိုက်ခိုက်မှုတို့ ဖြစ်သည်။ ထိုတိုက်ခိုက်မှုများအတွင်း အာရက္ခတပ်တော်မှ ပြန်လည်လွှတ်ပေးရန် စီစဉ်ထားသော စစ်သုံ့ပန်းနှင့် မိသားစုဝင် ဒါဇင်ပေါင်းများစွာ သေကြေ ဒဏ်ရာရရှိ သွားခဲ့ရသည်။

အဆိုးဝါးဆုံးဖြစ်ရပ်အဖြစ် အမ်းမြို့နယ်ရှိ စစ်သုံ့ပန်း အကျဉ်းထောင်ကို တိုက်ခိုက်မှုပင် ဖြစ်သည်။ ထိုတိုက်ခိုက်မှုအတွင်း စစ်သုံ့ပန်း (၁၁၆) ဦး သေဆုံးပြီး (၃၂) ဦး ဒဏ်ရာရရှိသွားခဲ့သည်။ သေဆုံးခဲ့ရသူများထဲတွင် ဗမာစစ်တပ်၏ ဗိုလ်မှူးကြီးအဆင့် တာဝန်ထမ်းဆောင်ခဲ့သူများပင် ပါဝင်ခဲ့၏။ အာဏာရှင်တို့မည်သည်မှာ ကိုယ်ကလွဲလျှင် ကိုယ့်ဒူးကိုပင် ယုံကြည်ကြသူများ မဟုတ်သည့်အပြင် မည်သည့် ကျေးဇူးတရားကို ပြန်လည် ထောက်ထား ငဲ့ညှာတတ်သူများမဟုတ်ပေ။ မိမိကောင်းစားရေးအတွက်ဆိုလျှင် မိရင်း ဖရင်း၊ ဆရာအရင်းနှင့် တပည့်အရင်း စသော သစ္စာခံများကိုပင် လိုအပ်သလို စတေးတတ်ကြသူများပင် ဖြစ်သည်။ လက်ရှိအချိန်တွင်လည်း အာဏာသိမ်းစစ်တပ်သည် ကျောက်တော်၊ မြောက်ဦး၊ မင်းပြား၊ ပုဏ္ဏားကျွန်း၊ သံတွဲ(ငပလီ) စသော မြို့နယ်များကို လေယာဉ်အုပ်စုလိုက်ဖြင့် စစ်ဆင်ရေးများကို အဆက်မပြတ် ပြုလုပ်ကာ အရပ်သားပြည်သူများကို သတ်ဖြတ်လျှက်ပင် ရှိနေဆဲ ဖြစ်သည်။

ယခင်နှင့် ယခု လေကြောင်းတိုက်ခိုက်မှု ကွာဟချက်များ

ယခင်ကာလများက အာဏာသိမ်းစစ်တပ်၏ လေကြောင်းသည် မြေပြင်ကင်းထောက် ပျံသန်းခြင်းနှင့် မြေပြင်ထိုးစစ်ကို ပစ် ပေးခြင်းလောက်သာ ပြုလုပ်ခဲ့သော်လည်း လက်ရှိအချိန်တွင်တော့ လေကြောင်းတခုတည်းဖြင့် အထူးစစ်ဆင်ရေး (Mission) များကို ပြုလုပ်ရန် ဗျူဟာဆွဲလာသည်ဟု ဆိုရပေလိမ့်မည်။ တိုင်းရင်းသားနယ်မြေများကို လေကြောင်းမှ တိုက်ခိုက်သည်ဟု ဆိုသော်လည်း ယခင်က တိုက်လေယာဉ် (၁) စီးခန့်ကိုသာ အသုံးပြု၍ ဗုံးအလုံးရေ အများဆုံး (၃) လုံးသာ ကြဲချလေ့ ရှိသည်။ ဗုံးကြဲမှု ကြာချိန်မှာလည်း အများဆုံး မိနစ်ပိုင်းမျှသာ ဖြစ်သည်။ လက်ရှိအချိန်တွင်မူ အာဏာသိမ်းစစ်တပ်သည် နေရာတခုကို ဗုံးကြဲတော့မည်ဆိုပါက လေယာဉ်အနည်းဆုံး (၃) သုံးစီးမှ (၅) စီးအထိ အသုံးပြုကာ တစီးပြီးတစီး မိနစ်ပိုင်းခြားခန့် ရှေ့ဆင့် နောက်ဆင့် လာရောက်၍ ဗုံးကြဲသောစနစ်ကို အသုံးပြုလာခဲ့ကြောင်း တွေ့ရှိရသည်။ ထို့အပြင် ဗုံးအလုံးရေ (၂၀) မှ (၁၀၀) ခန့် အထိ အသုံးပြုကာ တိုက်ခိုက်လေ့ရှိပြီး စစ်ဆင်ရေးကြာချိန်မှာလည်း အနည်းဆုံး တစ်နာရီမှ သုံးနာရီအထိ ကြာညောင်းလေ့ရှိသည်။

လက်ရှိ အာရက္ခပြည်တွင်း၌ အာဏာသိမ်းစစ်တပ် အသုံးပြုနေသည့် လေကြောင်းတိုက်ခိုက်မှုပုံစံကို Time To Target (TOT) ဟု ခေါ်ကြောင်း CDM ဗိုလ်ကြီးဇင်ယော်က အင်တာဗျူးတခုတွင် ဖြေဆိုထားသည်ကို တွေ့ရှိရသည်။ TOT ဆိုသည်မှာ မတူညီသောနေရာများမှ လက်နက်အားလုံး တချိန်တည်း တပြိုင်တည်း စုပြုံကျရောက်ပေါက်ကွဲစေရန် အချိန်ကိုက် လုပ်ဆောင်သော စစ်ရေးဗျူဟာဖြစ်ကြောင်း ဆိုသည်။ မည်သို့ပင်ဖြစ်စေ လက်ရှိ အာရက္ခပြည်တွင်း၌ အာဏာသိမ်းစစ်တပ်၏ အစုလိုက် အပြုံလိုက် တိုက်ခိုက်မှုများသည် အရပ်သားပြည်သူများကို ယခင်ကထက် အဆပေါင်းများစွာ ပိုမို သေကြေဒဏ်ရာရရှိနေစေသည်ကား အမှန်ပင်။ ထို့အပြင် အမေရိကန်+အစ္စရေးနှင့် အီရန်တို့၏ စစ်ပွဲများ စတင်ချိန်မှစတင်ကာ နိုင်ငံတကာ ရေနံတင်ပို့မှု၏ (၂၀) ရာခိုင်နှုန်း ဖြတ်သန်းသွားလာသော ဟော်မုဒ်ရေလက်ကြားကို အပြန်အလှန် ပိတ်ဆို့ခံထားရသဖြင့် နိုင်ငံတကာ၌ပင် ဆီပြတ်လပ်နေချိန်တွင် အာဏာသိမ်းစစ်တပ်သည် စစ်လေယာဉ်များကို အစုလိုက် အပြုံလိုက် အသုံးပြုနေခြင်းမှာ တစ္ဆေသင်္ဘောများ ဆက်လက် ဝင်ထွက်နေဆဲလားဟု စဉ်းစားစရာပင် ဖြစ်ပေသည်။

ဆီးရီးယားကဲသို့ Proxy War မျိုး အာရက္ခပြည်မှာ ဖြစ်လာနိုင်သလား

စစ်တပ်အာဏာသိမ်းပြီး မြန်မာ့နွေဦးတော်လှန်ရေး ပေါ်ပေါက်လာချိန်တွင် ကုလသမဂ္မအရာရှိတဦးက မြန်မာနိုင်ငံသည် လက်ရှိ အကြပ်အတည်းများကို မဖြေရှင်းနိုင်ပါက ဆီးရီးယားကဲ့သို့ ဖြစ်သွားနိုင်သည်ဟု သတိပေး ပြောဆိုခဲ့ဖူးသည်။ ပြည်တွင်းစစ်ကို အခွင့်ကောင်းယူကာ အင်အားကြီး နိုင်ငံကြီးများက မိမိအကျိုးစီးပွားအတွက် ကြားခံစစ်ပွဲ (Proxy War) ဆင်နွှဲခဲ့ကြသော ဆီးရီးယားနိုင်ငံမှာ Fail State ဖြစ်သွားခဲ့သည့် နမူနာ ရှိနေ၏။

အာရတ် နွေဦးတော်လှန်ရေးမှ စတင်ကာ ဖြစ်တည်လာခဲ့သော ဆီးရီးယား ပြည်သူ့တော်လှန်ရေးစစ်သည် အစ္စလာမ်မစ် နိုင်ငံတော် (ISIS) ၏ ဂျီဟတ်စစ်ဆင်နွှဲမှုကို တိုက်ခိုက်ရသကဲ့သို့ အာဏာရှင် အာဆတ်အစိုးရကိုလည်း တိုက်ခိုက်ခဲ့ရသည်။ အခြားတဖက်တွင် ISIS သည် အာဆတ်အစိုးရ၊ ပြည်သူနှင့် ကာ့ဒ်သူပုန်ကဲ့သို့ လက်နက်ကိုင်အဖွဲ့များကို ပြန်လည် တိုက်ခိုက်သည်။ အာဆတ်အစိုးရကမူ လက်နက်ကိုင်အားလုံးကို ပြန်လည် တိုက်ခိုက်ရသော အခြေအနေဖြစ်သည်။ အကြမ်းဖျင်း ကြည့်မည်ဆိုပါက ဆီးရီးယားပြည်တွင်းစစ်တွင် အနည်းဆုံး ဘက်သုံးဘက် (ထိုထက်ပိုများသည်) ကို တွေ့မြင်ရသည်။ ထိုသို့ ပြည် တွင်း လက်နက်ကိုင်များ၏ နောက်ကွယ်တွင် နိုင်ငံတကာ အင်အားကြီးနိုင်ငံများနှင့် အိမ်နီးချင်းနိုင်ငံများက အသီးသီး ရှိနေကြသည်။ အမေရိကန်မှ အာဆတ်နှင့် ISIS ကို တိုက်ခိုက်နေသည့် ကာ့ဒ်လူမျိုး သူပုန်များကို ထောက်ပံ့ကာ လေကြောင်းပစ်ကူ ပေးခဲ့သည်။ အီရန်နှင့် ရုရှားတို့ကမူ အာဆတ်အစိုးရ အာဏာတည်မြဲရေးအတွက် ပံ့ပိုးပေးကြသည်။ အိမ်နီးချင်း နိုင်ငံများကြားထဲတွင်လည်း ၎င်းတို့ ကိုယ်ကျိုးစီးပွားနှင့် ကိုက်ညီမည့် အဖွဲ့အသီးသီးကို ပံ့ပိုးကြသည့်အပြင် ၎င်းတို့ အကျိုးစီးပွားနှင့် ဆန့်ကျင်သည့် အဖွဲ့များကို တိုက်ခိုက်ကြသည်။ ပြောစမှတ်တွင်စရာအဖြစ် အာဆတ်အစိုးရ အာဏာတည်မြဲစေရန်အတွက် ရုရှားသည် လေယာဉ်ပေါင်းများစွာကို အသုံးပြုကာ ဗုံးအလုံးရေပေါင်းများစွာ ကြဲချ၍ အာဆတ်ဆန့်ကျင်သူများကို တိုက်ခိုက် နှိမ်နှင်းပေးခဲ့သည်။ ထို တိုက်ခိုက်နှိမ်နှင်းမှုသည် အာဆတ်အစိုးရ ပြုတ်ကျရေး လှုပ်ရှားမှုများကို အလုံးစုံ ငုပ်လျှိုး ကွယ်ပျောက်သွားစေသည်မျိုး မဖြစ်ခဲ့သည့်တိုင် တော်လှန်သည့် အဖွဲ့များနှင့် ပြည်သူအများအပြားကို သေကြေ ဒဏ်ရာရရှိစေခဲ့ပြီး အာဆတ်ပြုတ်ကျရေး လှုပ်ရှားမှုကိုလည်း ခေတ္တ ရပ်တံ့သွားစေခဲ့သည်။
